Performance Measures for Student Success
The Performance Measures Report is the NC Community College System’s major accountability document. It serves to inform colleges and the public on the performance of our 58 community colleges.
In February 1999, the North Carolina State Board of Community Colleges developed 12 performance measures for accountability that focus primarily on student success. These measures and standards were accepted and approved by the full State Board in May 2000 for implementation in the fiscal year 2000-2001. Amended in 2015, the performance measures for accountability were adapted to seven annual measures. All community colleges are required to publish performance on the seven measures annually in the electronic catalog or on the Internet, and in the printed catalog each time the catalog is reprinted. The seven Performance Measures and the results for CCC&TI, based on the 2021 Performance Measures for Student Success report are as follows:
1. Basic Skills Student Progress – To ensure individuals with low skills are progressing academically toward a credential or employment. Description: Percentage of Periods of Participation (POP) with at least one Measurable Skills Gain (MSG).
Baseline: 15.7% Excellence: 42.5% CCC&TI: 38.1%
2. Success Rate in College-Level English Courses – To ensure students are successfully completing a credit-bearing English courses within their first three academic years. Description: Percentage of first-time associate degree seeking and transfer pathway students passing a credit-bearing English course with a "C" or better within three years of their first fall term of enrollment.
Baseline: 47.1% Excellence: 70.4% CCC&TI: 59.2%
3. Success Rate in College-Level Math Courses – To ensure students are successfully completing credit-bearing math course within their first three academic years. Description: Percentage of first-time associate degree seeking and transfer pathway students passing a credit-bearing math course with a "C" or better within three years of their first term of enrollment.
Baseline: 29.9% Excellence: 54.5% CCC&TI: 58.0%
4. First Year Progression – To ensure first-year students are making progress toward credential completion. Description: Percentage of first-time fall credential-seeking students who graduate prior to or enroll with post-secondary education during the subsequent fall term.
Baseline: 56.8% Excellence: 71.8% CCC&TI: 71.9%
5. Curriculum Completion Rate – To ensure student completion and/or persistence toward a post-secondary credential in a timely manner. Description: Percentage of first-time fall credential-seeking students who have graduated, transferred, or are still enrolled during the fourth academic year with 42 successfully completed non-developmental hours.
Baseline: 43.1% Excellence: 61.3% CCC&TI: 49.1%
6. Licensure Pass Rate Index – To ensure programmatic coursework prepares students to competently practice in their chosen profession. Description: Weighted index score of first-time test-taker results on licensure certification exams. Exams included in this measure are state mandated exams, which candidates must pass before becoming active practitioners. Weights are based on the tier associated with the related instructional program.
Baseline: 0.75 Excellence: 1.09 CCC&TI: 1.03
7. College Transfer Performance – To ensure the academic success of community college students at a four-year university or college. Description: Among community college Associate Degree completers and those who have completed 30 or more articulated transfer credits who subsequently transfer to a four-year university or college during fall semester; the percentage who graduate prior to or remain enrolled at any four-year college or university subsequent fall semester.
Baseline: 79.4% Excellence: 91.1% CCC&TI: 86.1%
